With one pulley adjusting and the other fixed, the amount of belt length changed is halved.maybe this is the 'belt too tight' issue?

On the assembly I got from the local parts place, both pulleys are all mounted as one assembly, but only the smooth pulley moves, the grooved pulley is fixed. You say "The whole dual pulley head should rotate for tension adjustment." but mine doesn't. I just did this swap last weekend with similar befuddling results.
